Section 8(1) in The Hindi Sahitya Sammelan Act, 1962
(1)Notwithstanding anything contained in section 7, the Central Government may, by notification in the Official Gazette, constitute the first Governing Body consisting of a Chairman, a Secretary, and thirteen other members to be appointed by that Government.
