Section 20(1) in The Punjab Sugarcane (Regulation of Purchase and Supply) Rules, 1958
(1)The Cane Commissioner may forfeit the whole or part of the securities referred to in section 7 of the Act after giving the licensee an opportunity of explaining the charges against him and of producing evidence in his defence.
