Section 4(ii) in Bihar Enlistment of Contractors Rules, 1992
(ii)Contractors enlisted under Class III shall be eligible for tendering of works in a particular Circle in which the registration shall be made. Contractors may however, get themselves registered in other Circles of the Department, where they wish to take up works.
