Section 30(2)(a) in Tamil Nadu Panchayats (Elections) Rules, 1995

(a)Any candidate may withdraw his candidature by a notice i n Form 7 and subscribed by him and delivered to the Returning Officer before the time fixed for the purpose. The notice may be delivered either by such candidate in person or by his proposer, who has been authorised in this behalf in writing, by such candidate.
