Section 2(b) in The U.P. Foodgrains (Procurement and Regulation of Trade) Order, 1982
(b)"Collector" means the Collector of a district and includes any officer authorised by him in writing by general or specific order to perform subject to his control, all or any of his functions, under this Order;
