Section 4(xlii) in Himalayan University, Itanagar (Arunachal Pradesh) Act, 2012
(xlii)to provide "Education For All" which includes Formal modes of instruction keeping in view the literacy and the educational needs of deprived sections of the society by establishing informal educational centers in and outside the State of Arunachal Pradesh, to achieve cent per cent literacy and education at least up to the level of Matriculation.
