Section 43 in Bihar Board's Miscellaneous Rules, 1958

43. Matters which require attention in all offices.

- Matters which require attention in all offices are the sufficiency of the arrangements of public offices and the buildings for the accommodation of the public and the Government officers; the condition of public buildings and furniture; the state of Kachahari and office compounds and the arrangements made for lease and licence of shops in such compounds, prohibition of erection of inflammable buildings in the vicinity of public offices; preventions of blocking of verandahs, doors and windows with almirah, etc., the training of young officers; programmes of work for Sub-Deputy Collectors, Kanungoes, and similar touring officers; prevention of cliques in officers; communal representation in Government offices; recruitments of probationary clerks; the distribution of work both as regards officers and clerks; the observance of the prescribed hours of attendance; arrangements for taking petitions; entry of dates for cases in forward diaries, and punctual dealing with cases on due dates; detention of witnesses; full use of the order sheets; examination of case records as the most important test of work; arrangements for records of pending case in serial order in bundles of convenient size; punctual submission of returns; books of reference and manuals with a view to check that all correction and addition slips have been duly pasted; tidiness and methods. The Inspecting Officer should always ascertain whether his subordinate officers are making adequate inspection; whether orders passed at previous inspections have been carried out; whether stock and store registers are properly kept up; whether departments in which public money is received observe carefully the Rule regarding the custody of receipt book (see Rule 303 et seq of this volume).
