Section 54(3) in Greater Hyderabad Municipal Corporation Act, 1955
(3)If the number of such candidates is less than the number of seats to be filled, the Returning Officer shall forthwith declare all such candidates to be elected and the [State Election Commissioner] [Substituted by Act No.25 of 1995.] shall, by notification in the *Telangana Gazette, [call upon the [Member] [Substituted by Act No.5 of 1969.] to elect a person to fill the seat] before such date as may be appointed in this behalf by the [State Election Commissioner] [Substituted by Act No.25 of 1995.] and specified in the notification.
