(1)When the place of an elected member of a local board or district board becomes vacant by the resignation or removal of the member or by his death, a new member shall be chosen in accordance with 'the rules made by the Local Government under this Act to fill the place : Provided that the Local Government may direct in any such case that the vacancy shall be left unfilled.
