Section 19(3) in The Orissa District Planning Committees Rules, 2000
(3)On the day of recommencement of poll, the Presiding Officer shall open the sealed box and packets in the presence of candidates and/or the election agents present and proceed in the manner laid down in rules 16 and 17.Provided that the voters who have already voted at the poll so adjourned shall not be allowed to vote again.
