Section 7(i) in Punjab Cinemas (Regulation) Rules, 1952
(i)If on an application for renewal of a license the licensing authority does not for any reason, before the date of the expiry of licence, either renew and return the licence or refuse to renew the same, he may grant a temporary permit in Form B annexed to these rules.
