Section 65(3) in The Orissa Motor Vehicles Rules, 1993

(3)Any Police Officer in uniform or any Officer of the Vigilance Police in plain clothes possessing identity card, or any officer of the Motor Vehicles Department may at any time when the vehicle is in a public place call upon the driver of a public service vehicle to stop the vehicle and to keep it at rest for such time as may be necessary to enable such officer to make reasonable examination of the number of passengers and other content of the vehicle so as to satisfy himself that the provisions of the Act and the rules made thereunder and the provisions and conditions of the permit in respect of the vehicle are being complied with.
