Section 6(1) in The Jammu and Kashmir State Legal Services Authority Regulations, 1998

(1)The Secretary shall be the custodian of all assets, accounts, records and funds placed at the disposal of the Committee and shall work under the supervision and directions of the Chairman of the Committee.
