Section 5(2) in Orissa Civil Services (Compassionate Grant) Rules, 1964
(2)The Compassionate grant may be paid in lump sum at a time or in such annual instalments not exceeding six as may be determined by Government.Explanation - For the purpose of this rule 'pay' means pay as defined in Rule 3 of the Orissa Service Code, Volume I, which a Government servant was drawing on the date of his death or injury.
