Section 64(2) in Orissa State Financial Corporation (Staff) Regulations, 1975
(2)No increment may be withheld except as a disciplinary measure under Regulation 44 and each other withholding an increment shall state the period for which it is withheld and whether the withholding shall have the effect postponing further increments.
