Section 71(2) in Delhi Wakf Board Regulations, 1963
(2)In the case of other appeals the Appellate Authority shall consider:(a)whether the procedure prescribed in these regulations has been complied with, and if not, whether such non-compliance has resulted in failure of justice; and(b)whether the penalty imposed is excessive, adequate or inadequate, and after such consideration pass such orders as it thinks proper.
