Section 2(f) in The Bihar Industrial Disputes Rules, 1961
(f)with reference to clause (g) of Section 2 it is hereby prescribed that in relation to an industry carried on by or under the authority of a department of the State Government, the officer-in-charge of the industrial establishment shall be "employer" in respect of that establishment;
