Section 14(13)(a) in Tamil Nadu Clinical Establishments (Regulations) Rules, 2018

(a)Building. - There shall be a room for preparation of the patient for delivery, giving enema etc., with sufficient water supply. The Labour room shall be not less than 120 square feet well ventilated with sufficient light. Space for keeping the newborn baby and for its resuscitation is essential.
