Section 9(2)(a) in Rajasthan Public Procurement Rules, 2012

(a)Each procuring entity shall constitute atleast one committee named Bids Evaluation Committee (BEC) which may be assigned the functions of preparation of bidding documents, bids opening, etc. in addition to the evaluation of bids. If required, the BEC may engage technical experts who shall have the professional knowledge required to assist in the evaluation, with the prior approval of the Administrative Department of the procuring entity.
