NT> Title: Regarding Business of the House - Notices received for the Adjournment Motions.
MR. SPEAKER: Friends, I have received notices for three Adjournment Motions. I will read the subject matter and names of the Members who have given notices. The subject of the first Adjournment Motion is, the Government’s attempt to sabotage the work of the Commission inquiring into the Tehelka Episode. On this issue, Shri Basu Deb Acharia, Shri S. Jaipal Reddy, Shri Rupchand Pal and Shri Somnath Chatterjee have given notices for Adjournment Motion.
The subject matter of the second Adjournment Motion is, Hunger strike by students in Jubilee Hostel in Delhi University. On this issue, Dr. Raghuvansh Prasad Singh has given a notice for Adjournment Motion.
The subject matter of the third Adjournment Motion is, Declaration of 6, Krishna Menon Marg as Babu Jagjivanram National Memorial. On this issue, Shri Ramvilas Paswan has given a notice for Adjournment Motion. These are the notices which I have received.

It is because by raising a few questions now the purpose may not be served. … (Interruptions) If you can organise a full-fledged discussion, the Minister also will be in a better position to answer. If you are prepared to organise a discussion also tomorrow, I have no difficulty in starting the debate right now. But that debate will be very unfocussed and brief. Therefore, I suggest you that it can be taken up tomorrow. … (Interruptions)

THE MINISTER OF PARLIAMENTARY AFFAIRS AND MINISTER OF COMMUNICATIONS AND INFORMATION TECHNOLOGY (SHRI PRAMOD MAHAJAN): Sir, I have said any number of times inside and outside the House that I have no objection for any discussion. My only objection to this is this.… (Interruptions) Day after tomorrow, we meet in the Business Advisory Committee and then decide a date for it. I cannot agree to the suggestion that it should be taken up tomorrow.
As you are aware, in the Business Advisory Committee, we have decided the business of this week. Let the business go as decided in the BAC.… (Interruptions)

SHRI S. JAIPAL REDDY : Why is Shri Pramod Mahajan running away from a full-fledged discussion? Is he getting embarrassed by the mere mention of Tehelka?
SHRI PRAMOD MAHAJAN: I am not running away from any discussion. But you cannot force the discussion at any point of time as you want it.… (Interruptions)

MR. SPEAKER: This issue has been resolved that this matter would be taken to the BAC. If necessary, the BAC meeting can be called even today. We will take a decision in the BAC as to when this is to be taken up. I have no problem in doing it.

SHRI SHIVRAJ V. PATIL (LATUR): May I make a suggestion? … (Interruptions) This is a very important matter. I think it should be discussed on the floor of the House. If the Adjournment Motion cannot be admitted today, maybe the discussion can be taken up tomorrow. We have been cooperating with the Government to pass their Bills. We would cooperate with the Government to pass the important Bills that are there on the Agenda. But if you are asking the BAC to meet today to decide whether the discussion can be taken up tomorrow, it is fine. We can decide it in the BAC.… (Interruptions) In the BAC we will decide as to what has to be done.
SHRI PRAMOD MAHAJAN: The BAC will decide it. Sir, at any point of time, you can call the BAC meeting. I shall be there to put the Government’s view. But when they say that the BAC would meet today and it would decide that the discussion would be taken up tomorrow, they are deciding in the House itself what the BAC would decide. … (Interruptions)
SHRI SHIVRAJ V. PATIL : Yes, the House can decide what the BAC should decide. … (Interruptions) The House is supreme than the BAC.
SHRI PRAMOD MAHAJAN: Yes, if the House can decide it, then what is the need to go to the BAC?… (Interruptions)
SHRI SHIVRAJ V. PATIL : We are making a submission. Now the Business of the House is being taken up in a very orderly manner. We are passing the Bills. I think the Government should facilitate the Members to express their views on any issue on which they are feeling agitated. It has implications for the Executive, Legislature and for the Judiciary also.
श्री प्रभुनाथ सिंह : अध्यक्ष महोदय, हमारे द्वारा बहुत ही महत्वपूर्ण सवालों पर नोटिस दिया गया है। मैंने और रघुनाथ झा जी ने एक नोटिस दिया है, जिसमें जिक्र है कि न्यायालय द्वारा विपक्ष की नेता के विरूद्ध कुछ टिप्पणी की गई है। उसमें मूर्ति चोरी से लेकर उनकी शैक्षणिक योग्यता का भी सवाल है, जिस पर न्यायालाय द्वारा टिप्पणी की गई है। मैं आपसे आग्रह करूंगा कि उस विषय पर भी चर्चा कराने के लिए सदन में आप कोई समय तय करें, ताकि उस पर चर्चा हो सके। हम लोग नोटिस देते हैं, लेकिन उन पर कभी चर्चा नहीं हो पाती है। हम आपसे निवेदन करेंगे कि इस विषय को प्राथमिकता पर लिया जाए। सुप्रीम कोर्ट ने जो टिप्पणी की है, केन्द्र सरकार उस पर कार्यवाही करने से हिचक रही है, टालमटोल कर रही है। लगता है कि केन्द्र सरकार और विपक्ष की नेता मिलकर काम कर रहे हैं।…( व्यवधान)

डॉ. विजय कुमार मल्होत्रा (दक्षिण दिल्ली): अध्यक्ष महोदय, मैं यही अनुरोध कर रहा हूं कि लगातार यह चौथी बहस हो रही है। सप्ताह में पहले ही तीन बहस विपक्ष के कहने पर हो चुकी हैं। एक दिन सरकारी कार्य के लिए रखा जाता है, उसमें भी कहा जा रहा है कि इस मामले को ले लिया जाए। बी.ए.सी. में पहले ही तय हो गया था और उसमें इनके भी नेता शामिल थे।
अध्यक्ष महोदय : मैंने पहले ही कहा है कि बी.ए.सी. के हिसाब से चलेंगे।

MR. SPEAKER: In ‘Zero Hour’ there is no point of order.
SHRI T.M. SELVAGANPATHI : Even if there is no point of order, I would like to make a submission. Many Members have given notices to raise various important issues during ‘Zero Hour’. But if only Adjournment Motions and Calling Attention Motions are taken up, what is the way out for other Members who have given notices to raise many issues during ‘Zero Hour’? We give notice everyday to raise issues. What is the way out for us? So, you please fix up the timings for Adjournment Motions and Calling Attentions because others are totally deprived of a chance to raise their issues. Only one or two issues are taken up in the House everyday. I have given a notice to raise a matter regarding the sufferings of the linguistic minorities of Karnataka time and again. I have given four notices. Everyday I am giving notice and I am not getting the chance to raise the issue. If Adjournment Motions and Calling Attention Motions are taken up, why should other Members not raise other issues? What is the way out for us? You have to decide about it.
MR. SPEAKER: I think you are very much agitated. I must give an explanation on this.

MR. SPEAKER: This House has a set procedure. There are rules and rules always give priority to Adjournment Motion. I am interested in taking up ‘Zero Hour’. If the Members cooperate with me, I assure you that most of the ‘Zero Hour’ submissions can be made before the House. Therefore, I need your cooperation.
