(b)to cause all rubbish and offensive matters to be collected from their respective premises and to be deposited, at such time as the Chairman may, public notice, specify, in public receptacles, depots of places provided or appointed by the Development Authority or, in receptacles provided under clause (c) for the temporary deposit or final disposal thereof; and
