Section 9(1) in The Rajasthan Higher Judicial Service Rules, 1969
(1)Subject to the provisions of these rules, appointment of persons to the service shall be made by the Governor on the recommendation of the Court made from time to time;Provided that the number of persons appointed to the service by direct recruitment shall at no time exceed one third of the total strength of the service.
