(1)The Complainant may lodge his complaint relating to any "misconduct" or "serious misconduct" on the part of Police personnel either with the departmental police authorities or with the Commission :Provided that no complaint shall be entertained by the Commission if the subject matter of the complaint is being examined by any other Commission, or any Court.
