Section 4(c) in Election of Members To The Committees of Panchayat Unions (Other Than Appointment Committee) Rules, 1998
(c)The Inspector shall depute an Observer not below the rank of an Assistant Director of Rural Development or Revenue Divisional Officer to be present at the meeting to ensure that the election is conducted in a free and fair manner.
