Minutes of the proceedings at the meeting of the Wards Committee shall be drawn up and entered in a book to be kept for that purpose; and shall be singed by the Chairperson; and the said minutes shall, at all reasonable times and without charge, be open at the Wards Committee office for the inspection of any person who pays any tax under this Act in the area of Wards Committee.
