(4)Any member of the Management Council may propose to the Management Council the draft of any Statute and the Management Council may either accept or reject the proposal if it relates to a matter not falling within the purview of the Academic Council. In case such a draft relates to a matter within the purview of the Academic Council, the Management Council shall refer it for consideration to the Academic Council, which may either report to the Management Council that it does not approve the draft, or submit the draft to the Management Council in such form as the Academic Council may approve and the Management Council may either pass, with or without amendment or reject the draft.
