Section 13(2) in The Tamil Nadu Ancient and Historical Monuments and Archaeological Sites and Remains Rules, 1971
(2)Every such application shall be addressed to the Secretary to the Government in the Department dealing with the subject "ancient and historical monuments and archaeological sites and remains" and made at least three months before the date of commencement of the construction, operation or utilisation:Provided that the Government may entertain an application, at any time before the commencement of the construction, operation or uitlisation, if they are satisfied that the applicant had sufficient cause for not making the application in time.
