Section 20(1) in Orissa State Bar Council Rules, 1989
(1)A voter in giving his vote(a)shall place on his voting paper the figure 'V in the space opposite the name of the candidate whom he chooses for the first preference, and(b)may in addition place on his voting paper the figure '2' and '3' or the figure '2' and '4' and so on, in the space opposite the names of the other candidates in the order of his preference.
