Section 122(8)(b) in The Naval Ceremonial, Conditions Of Service And Miscellaneous Regulations, 1964

(b)Those holding Certificate of Competency as a Second Mate shall be entered as Acting Sub-Lieutenant. Suitably qualified candidates may be granted up to a maximum of 11h years seniority in that rank at the discretion of the Chief of the Naval Staff.
