Section 129(d) in The Jharkhand Agricultural Produce Markets Rules, 2000
(d)It is satisfied that there is need to establish or set up a Hat/Bazao Mela for agricultural produce and the person or the authority in the past ever set up or established such Hat or Bazar or Mela, for sale, purchase, storage, processing of agricultural produce.
