Section 4(6) in The Sailing Vessels (Members Of Crew) Rules, 1967
(6)The Issuing Authority shall forward a duplicate copy of every application received by him under this rule to the Director-General for record and where an application for a permit or an identity card is refused he shall also send a report stating briefly therein the reasons for such refusal.
