Section 14(1) in The Rajiv Gandhi National Institute of Youth Development Act, 2012
(1)The Chairperson shall ordinarily preside at the meetings of the Executive Council and at the Convocation of the Institute:Provided that, in his absence, the Vice-Chairperson of the Executive Council shall preside at the meetings of the Executive Council.
