Section 3 in The National Environment Appellate Authority Act, 1997
3. Establishment of Authority.—
(1)The Central Government shall, by notification in the Official Gazette, establish a body to be known as the National Environment Appellate Authority to exercise the powers conferred upon, and to perform the functions assigned to, it under this Act.(2)The head office of the Authority shall be at Delhi.
