[Powers and duties of officers]. - The powers and duties of the [Director (Child Welfare), Deputy Director (Child Welfare), Assistant Director (Child Welfare), Inspecting Officers (Child Welfare) and of Child Welfare Officers (Probation)] shall be as those provided under the provisions of this Act and the rules made thereunder and in accordance with the general or special orders which the [State] Government or any officers authorised in this behalf, may make for the purpose of carrying out the provisions of this Act.
