Section 82(1) in The Rajasthan Waqf Board (Election of Members) Rules, 1999
(1)An elector who has received a postal ballot paper and desires to vote shall record his vote on the ballot paper in accordance with the directions contained in Part I of Form 28 and then enclose it in the cover in Form 26.
