42. Approval of State Government for creation of post etc.
- No post of any Teacher, officer or other employee shall be created, or appointment thereto shall be made, without the approval of the State Government :Provided that the approval of the State Government shall not be necessary for filling up any sanctioned post by a candidate who possesses the prescribed qualifications.
