Section 28(1) in The Goa Co-operative Societies Act, 2001
(1)Save as otherwise provided herein and in sub-sections (2) to (7), no member of any society shall have more than one vote in its affairs and every right to vote shall be exercised personally and not by proxy:Provided that a member who is in the employment of the Defence Services shall be entitled to vote by proxy through any other member of the society if he is unable to exercise his right of vote personally:Provided further that in the case of an equality of votes, the Chairman shall have a casting vote.
