Section 33(1) in Haryana Municipal Business Bye-laws 1981
(1)No matters within the cognizance of a sub-committee shall be put before the committee for consideration directly unless it has been dealt with by the sub-committee concerned. The emergent matters, contemplated in section 35 of the Act, may with the prior approval of the Deputy Commissioner be disposed of by the President, direct, without any reference to the sub-committee concerned and the same shall be laid before the committee in its next meeting for information.
