Section 37(1) in The Delhi Development Authority (Disposal Of Developed Nazul Land) Rules, 1981
(1)All tenders shall be scaled and addressed to the Authority and shall be received by the Accepting Officer who, on receipt of a tender, shall issue a receipt in token thereof to the person, submitting the tender and enter the name and address of the tenderer in a register.
