(2)The magistrate receiving the complaint shall hold an enquiry, and, should it appear to him that such person has not provided for the proper house- scavenging of the house or building, he may pass an order empowering the committee to undertake the same, and thereupon the committee shall be entitled to undertake such house-scavenging.Slaughter Places
