Section 21 in The State Pharmacy Council Rules, 1951
21.
(1)Every motion or amendment shall be seconded and if not seconded shall be deemed to have been withdrawn.(2)When a motion has been seconded it shall be stated from the chair.(3)When a motion has been thus stated, it may be discussed as a question to be resolved either in the affirmative or in negative or any member may subject to rules 22 and 23 move an amendment to the motion :Provided that the President shall not allow an amendment to be moved which if it has been a substantive motion would have been inadmissible under Rules.
