Section 14(5) in THE ANDHRA PRADESH FISHERIES UNIVERSITY ACT, 2020
(5)The Comptroller shall be responsible for ensuring that no unauthorized expenditure is incurred by the University and shall disallow any expenditure which may contravene the terms of any statute or for which provision is required to be made by the statute but has not been made.
