(2)The fact of passing a language examination by a Commissioned Officer shall be notified in the return of appointments, promotion and awards issued by the Chief of the Naval Staff and such notification shall be the authority for the admission of the prescribed award by the Controller of Defence Accounts (Navy).["191.
