Section 59(1) in The Bihar Juvenile Justice (Care and Protection of Children) Rules, 2003
(1)All Children's Home shall be open to visitors with the permission of the Superintendent or the Project Manager, particularly the representatives of local self-government, voluntary organizations, social workers, researchers, medicos, academicians, prominent personalities, media and any other person, as the Superintendent or the Project Manager considers appropriate keeping in view the security, welfare and the interest of the child.
