Section 52M(1) in The Narcotic Drugs And Psychotropic Substances Rules, 1985
(1)Such stocks of essential narcotic drugs as may be in the possession of an authorised person, on the expiry or cancellation or surrender of his authorisation, shall be disposed of in such manner as may be specified by the Controller of Drugs in this behalf.
