Section 6(1)(a) in The Tripura Courts Stenographers' Service Rules, 1983

(a)Persons who, immediately before the appointed day, have been regularly appointed to the post of Stenographers in the scale of pay of Rs. 425-850 and Rs. 325-665 in the District and Sessions Judges' establishment or offices specified in the First Schedule and who are qualified Stenographers;
