(b)The State Government attach very great importance to the speedy disposal of departmental proceedings and besides directing that these should be dealt with promptly at all stages have prescribed a period of two weeks or the upper limit within which the enquiring officer, after cause has been shown by the person proceeded against, must dispose of the proceedings and submit his report.
