(3)Vessels for urine shall, when in use, be one-third filled with water. Every latrine and place where prisoners are confined should at no time be without proper vessels. Such vessels should be thoroughly washed out and scrubbed with dry earth daily and frequently burned. All vessels for solid and liquid extreta should be tarred before being brought into use and after being burned; they should not be allowed to remain or to be used outside the latrine or urinal.
