Headmasters, Principals, or other constituted school, college of hostel authorities may frame and issue from time to time disciplinary rules or a permanent or temporary character regulating the conduct outside the school, college or hostel precincts of students on the rolls so far as such rules seem necessary to maintain the credit, usefulness and reputation of the school, college or hostel.
