(3)a report from the Superintendent recommending the transfer in the interest of maintaining discipline or for other reasons :Provided that the Chief Inspector shall not direct the transfer of any person to a Certified Institution which is not maintained by the State Government, in contravention of the terms of any agreement entered into by the State Government with such Institution.
